Code, State Finance and Procurement § 7–104","heading":"","body":"(a) (1) The Secretary shall prepare for the Governor a draft of the proposed budget.\n(2) The draft shall:\n(i) be comprehensive;\n(ii) eliminate duplication and conflict; and\n(iii) include each item that the Governor is required by law to include in a proposed budget.\n(b) The Secretary shall include in the draft items for capital improvements.\n(c) The Secretary may specify:\n(1) the form to be used by a unit of the Executive Branch of the State government or a private entity to request an appropriation from the State;\n(2) information that must be submitted with the form; and\n(3) the time for submission of the form.","path":["Article - State Finance and Procurement"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsf\u0026section=7-104","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:48Z","sha256":"8f4dc5674454c22916198da51aa0900bdb2ca26668424753be6966bf6bbd150e","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-finance-and-procurement-7-103","next":"us-md/md.-code-state-finance-and-procurement-7-105"},"notice":"GroundRules: Original legal text.
