Code, State Finance and Procurement § 7–219","heading":"","body":"(a) The Comptroller, the Chief Deputy Comptroller, or a deputy comptroller may not sign a blank warrant.\n(b) A warrant for payment of a bill is not valid unless the following information appears on the face of the warrant:\n(1) the amount of the warrant;\n(2) the date of issue;\n(3) a reference to the document that identifies:\n(i) the payee; and\n(ii) the officer or unit of the State government that submitted the bill; and\n(4) the certification of the Comptroller, the Chief Deputy Comptroller, or a deputy comptroller that:\n(i) the amount of the warrant is correct; and\n(ii) the officer or unit submitted the bill for which the warrant is issued.\n(c) A warrant for an advance of money to an officer or unit of the State government is not valid unless the following information appears on the face of the warrant:\n(1) the amount of the warrant;\n(2) the date of issue;\n(3) the identity of the officer or unit; and\n(4) the certification of the Comptroller, the Chief Deputy Comptroller, or a deputy comptroller that the amount of the warrant is correct.","path":["Article - State Finance and Procurement"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsf\u0026section=7-219","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:48Z","sha256":"1651008428a6f46d4d40bb818ab5c058ec2ad8bebbdfdca8cafc9e96253aee21","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-finance-and-procurement-7-218","next":"us-md/md.-code-state-finance-and-procurement-7-220"},"notice":"GroundRules: Original legal text.
