Code, State Finance and Procurement § 7–235","heading":"","body":"(a) (1) Except as provided in paragraph (2) of this subsection, this section applies to:\n(i) each unit of the State government; and\n(ii) each unit that:\n1. is created by general law; and\n2. operates in 2 or more counties.\n(2) This section does not apply to a bicounty commission that county governing bodies appoint if those bodies also review the budget of the commission.\n(b) A unit may not adopt a rule or regulation or take any other administrative action that would result in expenditures in excess of the limitations in the State budget unless:\n(1) the General Assembly expressly approves the administrative action;\n(2) if the General Assembly is not in session, the President of the Senate and the Speaker of the House of Delegates:\n(i) consult with the Joint Audit and Evaluation Committee; and\n(ii) after receiving the written advice of the Joint Audit and Evaluation Committee, jointly give written approval for the administrative action; or\n(3) the Governor declares, by proclamation, that the administrative action is necessary and a matter of emergency.","path":["Article - State Finance and Procurement"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsf\u0026section=7-235","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:48Z","sha256":"c264e2d3132d9d20e003a085cdc23acecfb2ef4937aff29999b9c36d10680fd3","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-finance-and-procurement-7-234","next":"us-md/md.-code-state-finance-and-procurement-7-236"},"notice":"GroundRules: Original legal text.
