Code, State Government § 11–101","heading":"","body":"(a) Unless the context requires otherwise, in this title the following words have the meanings indicated.\n(b) “Applicant” means a person or governmental unit that applies for a development permit.\n(c) “Coordinator” means the State Permit Coordinator.\n(d) “Development permit” means a permit for a development project.\n(e) “Development project” means a proposed construction or development for which more than 1 permit is required.\n(f) “Governmental unit” includes:\n(1) the State;\n(2) a county, municipal corporation, or other political subdivision of the State; and\n(3) a unit of a political subdivision of the State.\n(g) “Local government” means:\n(1) a county;\n(2) a municipal corporation in the State; or\n(3) a unit of a county or municipal corporation in the State.\n(h) (1) “Permit” means a certificate, license, or other document of approval or permission required to be obtained from a local government or a State unit.\n(2) “Permit” does not include:\n(i) an action on a comprehensive zoning application;\n(ii) an action on an application for a zoning map amendment, zoning special exception, zoning variance, or conditional zoning use; or\n(iii) an occupational license or operating permit.\n(i) (1) “State unit” means a unit of the State government.\n(2) Except as provided in paragraph (3) of this subsection, “State unit” includes:\n(i) a unit in a principal department of the Executive Branch of the State government; and\n(ii) the governing body of a single county or multicounty district or authority.\n(3) “State unit” does not include:\n(i) the Board of Review of a principal department;\n(ii) the governing body of a local government; or\n(iii) a unit that a local government creates.","path":["Article - State Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsg\u0026section=11-101","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:58Z","sha256":"3490dc4250500800b0cb914abe2d6d835b32f2151196e1be68d793ddf645dcb0","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-government-10-1702","next":"us-md/md.-code-state-government-11-102"},"notice":"GroundRules: Original legal text.
