Code, State Government § 3–401","heading":"","body":"In this subtitle, “executive order” means an order or an amendment or rescission of an order that, over the signature of the Governor:\n(1) proclaims or ends a state of emergency or exercises the authority of the Governor during an emergency, under Title 14, Subtitle 3 of the Public Safety Article or any other provision of law;\n(2) adopts guidelines, rules of conduct, or rules of procedure for:\n(i) State employees;\n(ii) units of the State government; or\n(iii) persons who are under the jurisdiction of those employees or units or who deal with them;\n(3) establishes a unit, including an advisory unit, study unit, or task force; or\n(4) changes the organization of the Executive Branch of the State government.","path":["Article - State Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsg\u0026section=3-401","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:58Z","sha256":"7b8332edd21326acdd8782951285d4418dc1c3cd18d1a556380561c5e1ea040f","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-government-3-308","next":"us-md/md.-code-state-government-3-402"},"notice":"GroundRules: Original legal text.
