Code, State Government § 9–3602","heading":"","body":"(a) The Office shall ensure that all reports issued by the Office related to grant programs include:\n(1) a summary of all collected performance measure data; and\n(2) information necessary to provide transparency in the results of competitive grant awards.\n(b) (1) The Office shall create, for inclusion in its annual report, a scorecard of quantifiable safety indicators.\n(2) The Office shall determine appropriate indicators for the scorecard in coordination with:\n(i) the Department of State Police;\n(ii) the Department of Public Safety and Correctional Services;\n(iii) the Office of the Attorney General;\n(iv) the Maryland Department of Labor;\n(v) the State Department of Education;\n(vi) the Maryland Department of Health; and\n(vii) the Department of Human Services.\n(3) In addition to the indicators determined under paragraph (2) of this subsection, the scorecard shall include:\n(i) crime statistics for violent crime and property crime as reported in the Uniform Crime Reports or the National Incident–Based Reporting System, including:\n1. murder;\n2. rape;\n3. robbery;\n4. aggravated assault;\n5. breaking or entering;\n6. larceny or theft; and\n7. motor vehicle theft;\n(ii) crime clearance rates for the crimes included under item (i) of this paragraph;\n(iii) the portion of committed crimes not reported to law enforcement as estimated based on the National Crime Victimization Survey or other sources;\n(iv) indicators of safety and fairness in the criminal justice system in the State, including:\n1. the number of serious assaults on staff and incarcerated individuals committed in State correctional facilities;\n2. police use of force statistics;\n3. the number of law enforcement personnel killed in the line of duty;\n4. disparity in traffic stops, arrests, convictions, and sentencing by race and ethnicity; and\n5. available surveys of public trust in policing and the criminal justice system in the State; and\n(v) indicators of the underlying factors and conditions affecting progress toward a safer State, including:\n1. unemployment rates by age, gender, race, ethnicity, and region;\n2. school dropout rates;\n3. population density and degree of urbanization;\n4. percentage of residents below the federal poverty threshold;\n5. median household income; and\n6. access to mental health, behavioral health, and addiction treatment.","path":["Article - State Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsg\u0026section=9-3602","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:58Z","sha256":"aa8c89c2592d8f239c86218660a44ced0ad26c314853a23e9c33123df1226e6b","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-government-9-3601","next":"us-md/md.-code-state-government-9-3701"},"notice":"GroundRules: Original legal text.
