Code, State Personnel and Pensions § 31–102","heading":"","body":"Subject to § 22–202(b) of this article and § 31–109 of this subtitle, the governmental units that are eligible to participate in the employees’ systems are:\n(1) a political subdivision of the State, including:\n(i) a county;\n(ii) a municipal corporation; and\n(iii) a special taxing area; and\n(2) the following governmental units:\n(i) an agency on aging, as designated by the legislative body of the agency on aging;\n(ii) the Allegany County Transit Authority;\n(iii) subject to § 31–104 of this subtitle, the Baltimore Metropolitan Council;\n(iv) a board or commission created by an Act of the General Assembly for public purpose and not for the profit of a private person;\n(v) subject to § 31–105 of this subtitle, the Canal Place Preservation and Development Authority;\n(vi) the Chesapeake Bay Commission;\n(vii) a cooperative library commission;\n(viii) subject to § 31–103 of this subtitle, a community action agency, as designated by the legislative body of the community action agency;\n(ix) a fire department that receives any of its funds from or through a county, municipal corporation, special taxing area, or other political subdivision of the State;\n(x) the Health Planning Council of Appalachia;\n(xi) the Howard County Economic Development Authority;\n(xii) the Interstate Commission on the Potomac River Basin;\n(xiii) the Lower Shore Private Industry Council, Inc.;\n(xiv) the Maryland Environmental Service;\n(xv) subject to § 31–106 of this subtitle, the Maryland Stadium Authority;\n(xvi) a public library association or organization;\n(xvii) subject to § 31–106.2 of this subtitle, the St. Mary’s Nursing Center, Inc.;\n(xviii) the Tri–County Council for Western Maryland, Inc.;\n(xix) the Tri–County Council for Southern Maryland;\n(xx) subject to § 31–107 of this subtitle, the University of Maryland Medical System Corporation;\n(xxi) the Upper Potomac River Commission;\n(xxii) subject to § 31–106.1 of this subtitle, the Maryland African American Museum Corporation;\n(xxiii) the Garrett County Office for Children, Youth and Families;\n(xxiv) the Somerset County Economic Development Commission; and\n(xxv) the Dorchester County Sanitary Commission.","path":["Article - State Personnel and Pensions"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsp\u0026section=31-102","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:01:07Z","sha256":"c963ed994759a41099b4119a5f27fc44fcc006e74edee2a3adb258e57669ead2","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-personnel-and-pensions-31-101","next":"us-md/md.-code-state-personnel-and-pensions-31-103"},"notice":"GroundRules: Original legal text.
