Code, State Personnel and Pensions § 6–102","heading":"","body":"The basic purpose of the State Personnel Management System is to provide a system of employment for employees under the authority of the Secretary. The State Personnel Management System:\n(1) (i) establishes categories of service for employees based on the general nature of the employee's duties or method of appointment; and\n(ii) provides procedures for the appointment, discipline, and termination of employees in each service;\n(2) (i) groups employees into classes based on specific duties that employees perform; and\n(ii) provides a system of pay for employees;\n(3) provides for a system of merit employment in the skilled service and professional service, regardless of an applicant's political or religious opinions or affiliations or of any standard other than business efficiency;\n(4) provides a process for the:\n(i) promotion and training of employees; and\n(ii) prompt removal of employees; and\n(5) provides for other aspects of human resources management.","path":["Article - State Personnel and Pensions"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsp\u0026section=6-102","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:01:07Z","sha256":"4892cba724fbb4f39933a7e3f5cbe986832f2f49474c17365baa82df7ccc02f8","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-personnel-and-pensions-6-101","next":"us-md/md.-code-state-personnel-and-pensions-6-201"},"notice":"GroundRules: Original legal text.
