Code, Transportation § 7–1101","heading":"","body":"(a) In this subtitle the following words have the meanings indicated.\n(b) (1) “Job access and reverse commute project” means a project that:\n(i) Provides transportation services to targeted populations; and\n(ii) Serves targeted employment areas.\n(2) “Job access and reverse commute project” includes:\n(i) The extension of service hours on local fixed route transit systems to a targeted employment area;\n(ii) Vanpool services;\n(iii) Employer provided transportation services; or\n(iv) Demand–response or deviated fixed route transit services.\n(3) “Job access and reverse commute project” does not include:\n(i) Ride matching, mobility management, or commuter assistance services;\n(ii) Services provided by a for–hire vehicle or a transportation network company;\n(iii) Carpool services;\n(iv) Volunteer driver programs; or\n(v) Except for services in support of a job access and reverse commute project, other services provided on an individual basis.\n(c) “Program” means the Job Access and Reverse Commute Program.\n(d) “Provider” means a private nonprofit organization, a local transit system, or one or more employer that implements a job access and reverse commute project.\n(e) “Targeted employment area” means an area that has recently experienced a significant growth in employment opportunities in sectors including construction, manufacturing, logistics, warehousing, retail trade, or the service industry.\n(f) “Targeted population” means individuals in defined areas who:\n(1) Reside in low income areas, as determined by the Administration;\n(2) Have limited or no access to the use of a personal vehicle; and\n(3) Reside in areas with limited access to fixed route transit service.","path":["Article - Transportation"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gtr\u0026section=7-1101","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:01:38Z","sha256":"30640d63a7f63cf0659222f46ac74c475bc6711286a519c5b50378168eba3d34","source_id":"us-md","stale":false,"prev":"us-md/md.-code-transportation-7-1005","next":"us-md/md.-code-transportation-7-1102"},"notice":"GroundRules: Original legal text.
