The commissioner may initiate proceedings in the District Court to suspend the operator's license of an operator of a motorboat carrying passengers for hire under the following conditions:\nA.  It is found, upon examination under section 13062, subsection 4, that any motorboat carrying passengers for hire is unsafe; or\nB.  The commissioner receives satisfactory evidence of the operator's intemperance, incompetency or willful violation of the law.\n2.  Exception.
