Except as provided in subsection 2, a person may not deposit any meat, bones, dead fish, parts of meat, bones, or dead fish or other food for fish for the purpose of luring fish, a practice known as \"advance baiting.\"\n2.  Exception.  A person may place food particles in a baitfish trap for the purpose of luring baitfish.\n3.  Penalty.  The following penalties apply to violations of this section.\nA.  A person who violates subsection 1 commits a civil violation for which a fine of not less than $100 nor more than $500 may be adjudged.\nB.
