Certificate of number required.  Before any motorboat is rented or leased, the owner of the motorboat shall obtain a certificate of number from the commissioner under section 13056.\n2.  Penalty.  The following penalties apply to violations of this section.\nA.  A person who violates this section commits a civil violation for which a fine of not less than $100 nor more than $500 may be adjudged.\nB.
