In addition to the State's having jurisdiction pursuant to section 7 to convict a person under section 432 or 433, the State has jurisdiction to convict a person under this chapter when that person is physically located outside of this State and the prohibited conduct:\nA.  Occurs outside of this State and the victim of the crime is a resident of this State at the time of the crime; and\nB.  Is sufficient under this section to constitute a crime in this State.\n2.
