Except as otherwise specifically provided, a person, firm, association or corporation that violates a provision of this chapter or a rule of the Gambling Control Unit prescribed by authority of this chapter commits a civil violation for which a fine of not more than $1,000 may be adjudged.\n2.  Commercial beano hall violations.  A person, corporation, partnership or unincorporated association that rents or leases a building or facilities to hold, conduct or operate \"beano\" or \"bingo\" commits a Class E crime if that person, corporation, partnership or unincorporated association:\nA.  Rents or leases a building or facilities to hold, conduct or operate a \"beano\" or \"bingo\" game without a commercial beano hall permit issued by the Gambling Control Unit; or\nB.
