At the close of each fiscal year there must be transferred from unappropriated surplus an amount sufficient to restore the expense account to $5,000.\nThis appropriation must be available for expenditure by the Governor-elect at the Governor-elect's discretion after the Governor-elect has been elected to, but prior to being sworn in to, that Governor-elect's first term in office.
