Appropriation for state share of adjustments, debt service and operating; single account.  Appropriate the necessary funds for the State's share for general purpose aid for local schools with a separate amount for each of the following components:\nA.  Adjustments and miscellaneous costs described in sections 15689 and 15689‑A, including an appropriation for special education pupils placed directly by the State, for:\n(1)  Tuition and board for pupils placed directly by the State in accordance with rules adopted or amended by the commissioner; and\n(2)  Special education tuition and other tuition for residents of state-operated institutions attending programs in school administrative units or private schools in accordance with rules adopted or amended by the commissioner;\nB.  The state share of the total operating allocation and the total debt service allocation described in sections 15683, 15683‑A and 15683‑B;\nC.  The state share of the total costs of enhancing student performance and opportunity described in section 15688‑A; and\nD.  The state share of the total normal cost of teacher retirement pursuant to Title 5, section 17154, subsection 6; and\n2.  Local cost share expectation.
