Basic language.  The basic language of instruction in all schools shall be the English language.\n2.  Exceptions.  A school may provide instruction in a language other than English in the following circumstances, subject to approval of the commissioner:\nA.  Transitional instruction using bilingual techniques may be provided to students of limited proficiency in English; and\nB.
