Physicians, hospitals and physicians' employers  aggrieved by an insurer's application of the assessment provided for in this chapter may request a hearing before the superintendent.  The hearing must be held in accordance with chapter 3, the Maine Administrative Procedure Act and procedural rules of the bureau.\n2.  Eligibility.
