The report must include, but is not limited to:\n1.  Review.  Review of the status of services to deaf, hard-of-hearing and late-deafened persons;\n2.  Recommendations.  Recommendations for priorities for the development and coordination of services to deaf, hard-of-hearing and late-deafened persons;\n3.  Evaluation.  An evaluation of the progress made as the result of recommendations made in the preceding report of the chair;\n4.  Statement of goals.  A statement of goals for activities of the division during the subsequent fiscal year; and\n5.  Implementation of functions.
