The bureau may issue licenses under this section for the sale of malt liquor and wine for off-premises consumption to ship chandlers, as defined in section 2, subsection 15, paragraph S.\n2.  Conditions on sales.  Ship chandlers may sell malt liquor and wine only to ships which are:\nA.  Not licensed as retail licensees; and\nB.  Registered in another state or another country.\n3.  Exception to off-premises retail licensee requirements.
