Established place of business.  Have an established place of business that is a permanent commercial location within the State:\nA.  That is easily accessible and open to the public at all reasonable times;\nB.  At which the business of a recycler may be carried on in accordance with all applicable laws, codes, zoning and land use regulations;\nC.  At which the public may contact the recycler at all reasonable times; and\nD.  At which the books, records and files necessary to conduct business at that place are kept and maintained;\n2.  Sign.  Display an exterior sign permanently affixed to the land or buildings;\n3.  Storage and display facilities.  Have proper facilities for storage and display of vehicles being handled; and\n4.  Office.
