The Secretary of State may issue a temporary license to an applicant.\n2.  Requirements.  The Secretary of State may require the applicant to:\nA.  Successfully pass a complete examination; or\nB.  Hold a valid or recently expired driver's license from another state or country.\n3.  Duration.
