The following, by a contract with the abutting landowners at the designated crossing, may authorize the crossing of ways by vehicles or objects having an excessive length, width, height or weight:\nA.  The Department of Transportation for state aid highways and other ways maintained by the department;\nB.  Municipal officers for ways within the municipality; and\nC.  The county commissioners for county roads in the unorganized territory.\n2.  Contract.  A contract must contain at least the following:\nA.  The term, including a term of years, for which the authorization remains valid;\nB.  Provisions for reimbursement to the authorizing agency for costs of repair or maintenance of the way arising out of the use of the crossing; and\nC.  Other terms and conditions for safety, grading and maintenance.\n3.  Scope.
