The Secretary of State may suspend the right of a nonresident owner or operator to operate a vehicle in this State for the same cause and under the same condition and in the same manner as that action could be taken against a resident owner or operator of a vehicle registered in this State.\n2.  Effect of suspension.  Upon suspension, the right of the nonresident owner or operator to operate a vehicle in this State terminates.  The nonresident is subject to the same penalties as a resident who operates without a license or registration.\n3.  Notice of suspension.
