Public agency.  \"Public agency\" means:\nA.  Any political subdivision of the State, as defined in section 2252, or any adjoining state; or\nB.\nC.  Any agency of State Government or the Federal Government.\n2.  Party.  \"Party\" means a public agency or the following federally recognized Indian tribes or their political subdivisions:\nA.  The Passamaquoddy Tribe;\nB.  The Penobscot Nation; and\nC.
