Expand mortgage funds.  Expand the supply of funds available in the State for residential mortgage loans;\n2.  Improve housing for low-income persons.  Provide funds to alleviate the shortage of decent, safe and sanitary living accommodations in the State for persons of low income; and\n3.  Improve energy conservation.
