County commissioners.  \"County commissioners\" means the elected county commissioners of Piscataquis County.\n2.  Municipal officials.  \"Municipal officials\" may include the mayor, aldermen, councillors or manager of a city, the  members of the select board, councillors or manager of a town and the assessors of a plantation located in Piscataquis County.\n3.
