Operating under the influence.  Operating or being in charge of a plant while under the influence of intoxicating beverages or narcotic drugs;\n2.  Physical or mental incapacity.  Suffering from physical or mental incapacity that would jeopardize physical property or lives in the exercise of the license; or\n3.  Operating without authority.
