The commissioner has the following powers and duties:\nA.  To review the function and operation of the board and regional councils to assure that these organizations are in compliance with their statutory and public service responsibilities;\nB.  To act as a liaison between the board and other administrative units within the department, with the Governor and the Legislature;\nC.  To carry out the requirements as set forth in this chapter or as delegated by the board through rules; and\nD.
