Subpoenas.  Issue subpoenas for witnesses and compel their attendance and the production of papers and writings by punishment for contempt in case of willful failure, neglect or refusal;\n2.  Examination of witnesses.  Examine witnesses under oath; and\n3.  Adjudication.
