As used in this section, unless the context otherwise indicates, the following terms have the following meanings.\nA.  \"Investor-owned transmission and distribution utility\" means a transmission and distribution utility other than a consumer-owned transmission and distribution utility as defined in section 3201.\n2.  Requirement.  An investor-owned transmission and distribution utility shall adopt and ordinarily follow as a general operating policy a schedule of reading customer meters on a monthly basis.
