Any person employing 15 or more people at a site within the State shall implement an office paper and corrugated cardboard recycling program.\nA.\nB.\nC.\nThe department may provide technical and marketing assistance and direction to entities within the State to assist with meeting this requirement.  Municipalities and regional associations may assist employers in attaining the objectives of this section.\n2.  Office paper.  For the purposes of this section, \"office paper\" includes, but is not limited to, ledger, computer and bond paper.\n3.  Certification of tax credit.\n4.  Technical and financial assistance programs.\n5.  Industrial waste reduction.\n6.
