In order to implement this chapter, the commission may, in addition to the powers and duties otherwise authorized by this chapter:\nA.  Adopt an official seal;\nB.  Compel attendance of witnesses and require production of evidence;\nC.  Designate or request municipal, state or federal agencies to receive applications, provide assistance, make investigations and submit recommendations;\nD.  Conduct joint hearings with municipal officers or other appropriate state or local agencies where joint approval may be required; and\nE.
