The land and water area within the Saco River Corridor shall be classified by the commission according to the following land and water use districts:\nA.  Resource protection;\nB.  Limited residential; and\nC.  General development.\n2.  Use.  Within each of these districts, the possible uses of land and water shall be divided into the following 3 categories:\nA.  Uses for which no permit from the commission is required;\nB.  Uses allowed by permit; and\nC.
