Adjudicatory proceedings. Licensing proceedings.  Licensing proceedings commenced by filing an application for a license, or renewal or reissuance thereof, or by notice of agency proceedings affecting an existing license, prior to July 1, 1978; or\n3.  Judicial review.  Judicial review of any of the foregoing.\n4.  Collective bargaining.
