The provisions of Title 17, chapter 62 and Title 17‑A, chapter 39 do not apply to Internet gaming conducted in accordance with this chapter and the rules adopted under this chapter.\n2.  Unlicensed conduct.  A person who engages in an activity for which a license is required under this chapter and who does not possess the required license to engage in that activity is subject to any criminal or civil penalties that may be imposed pursuant to Title 17‑A, chapter 39.\n3.  Unauthorized conduct by licensees.
