Laws § 106.4","heading":"Constructing, purchasing, or extending waterworks; estimate of expense; special assessment.","body":"Sec. 4.\n\nBefore any money shall be borrowed, appropriated, raised, or expended for the purchase, construction, or extension of waterworks in any city, the council shall direct the board of public works to cause to be made an estimate of the expense thereof.
