Laws § 124.711","heading":"Metropolitan region council; powers and duties.","body":"Sec. 61.\n\nA metropolitan region council may do 1 or more of the following:\n\nAdopt bylaws for the administration of the council.\n\nAcquire and hold, by purchase, lease, grant, gift, devise, land contract, installment purchase contract, bequest, condemnation, or other legal means, real and personal property within or without the participating qualified counties and qualified cities. The property may include franchises, easements, or rights-of-way on, under, or above any property. The metropolitan region council may pay for the property from, or pledge for the payment of the property, revenue of the council. A council shall not condemn public property.\n\nApply for and accept grants, loans, or contributions from the federal government or any of its agencies, this state, or other public or private agencies to be used for any of the purposes of this act.\n\nSell or lease property acquired for the purposes of this act but not needed for those purposes.\n\nHire employees, attorneys, accountants, and consultants.\n\nA metropolitan region council shall do all of the following:\n\nPrepare budgets and appropriations acts in the manner required of local units under the uniform budgeting and accounting act, 1968 PA 2, MCL 141.421 to 141.440a.\n\nIf ending a fiscal year with a deficit, file a financial plan to correct the deficit in the same manner as provided in section 21 of the state revenue sharing act of 1971, 1971 PA 140, MCL 141.921.","path":["MI Code","Chapter 124","Act Act-292-of-1989"],"source_url":"https://www.legislature.mi.gov/Laws/MCL?objectName=mcl-124-711","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:31Z","sha256":"fd2ae81ccfe97fceb9e285d323cd0bdbf8137ebb64fd736e859816ca0a6dc270","source_id":"us-mi","stale":false,"prev":"us-mi/mich.-comp.-laws-124.709","next":"us-mi/mich.-comp.-laws-124.713"},"notice":"GroundRules: Original legal text.
