Laws § 141.1561","heading":"Adoption and implementation of 2-year budget.","body":"Sec. 21.\n\n(1) Before the termination of receivership and the completion of the emergency manager's term, or if a transition advisory board is appointed under section 23, then before the transition advisory board is appointed, the emergency manager shall adopt and implement a 2-year budget, including all contractual and employment agreements, for the local government commencing with the termination of receivership.\n\n(2) After the completion of the emergency manager's term and the termination of receivership, the governing body of the local government shall not amend the 2-year budget adopted under subsection (1) without the approval of the state treasurer, and shall not revise any order or ordinance implemented by the emergency manager during his or her term prior to 1 year after the termination of receivership.","path":["MI Code","Chapter 141","Act Act-436-of-2012"],"source_url":"https://www.legislature.mi.gov/Laws/MCL?objectName=mcl-141-1561","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:31Z","sha256":"d060b79a81d4df4e3ed8c27a61cae5b9e059c9b3a354049f26ad7729334b26e0","source_id":"us-mi","stale":false,"prev":"us-mi/mich.-comp.-laws-141.1560","next":"us-mi/mich.-comp.-laws-141.1562"},"notice":"GroundRules: Original legal text.
