Laws § 324.32102","heading":"Compact; ratification.","body":"Sec. 32102.\n\nSuch compact shall become operative whenever, in addition to Michigan, any 3 of the states of Wisconsin, Illinois, Indiana, Ohio, Pennsylvania, New York and Minnesota shall have ratified it and congress has given its consent, if needed.
