Laws § 333.2228","heading":"Heads of intra-departmental units and employees; appointment; salaries and expenses; liability for damages; quarters and facilities.","body":"Sec. 2228.\n\nThe director may appoint, subject to civil service procedures, heads of intra-departmental units and employees necessary to perform the functions prescribed by this code or any other law.
