Five of the members of the board shall be licensed cosmetologists who have been actively engaged in the practice of cosmetology for at least 3 years immediately preceding their appointment. One member shall be a person who has been actively engaged in teaching cosmetology in this state for not less than 3 years immediately before appointment and who owns an interest in a school of cosmetology.
