The state board of education shall appoint the members who shall hold office for terms of 8 years commencing on February 1, 1965, except that of the members first appointed, 2 members each shall be appointed for terms of 2, 4, 6 and 8 years. The state board of education shall fill a vacancy on the board for the unexpired term.
