The bureau of state lottery created by this act in 1972, with all its authority, powers, duties, and functions, records, personnel, property, unexpended balances of appropriations, allocations, or other funds, including the functions of budgeting and procurement and management related functions, is transferred to and shall be an autonomous entity in the department of management and budget.\n\nThe head of the bureau is the commissioner. The commissioner shall be exempt from civil service.
