Laws § 484.3101","heading":"Short title; purpose of act.","body":"Sec. 1.\n\nThis act shall be known and may be cited as the \"metropolitan extension telecommunications rights-of-way oversight act\".\n\nThe purpose of this act is to do all of the following:\n\nEncourage competition in the availability, prices, terms, and other conditions of providing telecommunication services.\n\nEncourage the introduction of new services, the entry of new providers, the development of new technologies, and increase investment in the telecommunication infrastructure in this state.\n\nImprove the opportunities for economic development and the delivery of telecommunication services.\n\nStreamline the process for authorizing access to and use of public rights-of-way by telecommunication providers.\n\nEnsure the reasonable control and management of public rights-of-way by municipalities within this state.\n\nProvide for a common public rights-of-way maintenance fee applicable to telecommunication providers.\n\nEnsure effective review and disposition of disputes under this act.\n\nAllow for a tax credit as the sole means by which providers can recover the costs under this act and to insure that the providers do not pass these costs on to the end-users of this state through rates and charges for telecommunication services.\n\nPromote the public health, safety, welfare, convenience, and prosperity of this state.\n\nCreate an authority to coordinate public right-of-way matters with municipalities.","path":["MI Code","Chapter 484","Act Act-48-of-2002"],"source_url":"https://www.legislature.mi.gov/Laws/MCL?objectName=mcl-484-3101","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:31Z","sha256":"cfc3990c0b2bf2b2cb498d85e720a81a20f3e045b2415eb3a37d0a35b14cefec","source_id":"us-mi","stale":false,"prev":"us-mi/mich.-comp.-laws-484.1717","next":"us-mi/mich.-comp.-laws-484.3102"},"notice":"GroundRules: Original legal text.
