Laws § 69.24","heading":"Disbursements; procedures.","body":"Sec. 24.\n\nDisbursements may be made from the treasury under either of the following procedures:\n\nUpon appropriation by the council and the warrant of the clerk, countersigned by the president. The warrant shall specify the fund from which the money is payable, and shall be paid from no other fund.
