Laws § 88.10","heading":"City officers; attendance at meetings; public attendance and participation not prohibited.","body":"Sec. 10.\n\nThe attorney, marshal, street commissioner, surveyor, and engineer of the fire department may take part in proceedings and deliberations of the council on subjects relating to their respective departments, subject to rules prescribed by the council, but without the right to vote.
