Specific statutory obligations.\nNothing in sections 116D.03 to 116D.045 shall in any way affect the specific statutory obligations of any state agency to:\n(1) comply with criteria or standards of environmental quality;\n(2) coordinate or consult with any federal or state agency; or\n(3) act or refrain from acting contingent upon the recommendations or certification of any other state agency or federal agency.\nSubd. 2.
