Commissioner.\nThe commissioner of management and budget manages the Department of Management and Budget, which may also be known as Minnesota Management and Budget. The commissioner is the state's controller and chief accounting and financial officer.\nSubd. 2. Appointment; qualification.\nThe governor appoints the commissioner under section 15.06. The commissioner must have broad experience as an executive financial manager.\nSubd. 3. Deputy; confidential secretary.\nThe commissioner may appoint a deputy and a confidential secretary. Each serves at the commissioner's pleasure in the unclassified service.\nSubd. 4. Organize, hire, delegate.\nThe commissioner shall:\n(1) organize the department;\n(2) hire the agents and classified civil service employees necessary to run the department;\n(3) define their duties; and\n(4) set conditions for, and control, delegation of the commissioner's powers, duties, and responsibilities to them.","path":["ADMINISTRATION AND FINANCE","CHAPTER 16A.
