The board shall consider the reasons for nonpayment, default, or breach of a repayment or service obligation and may not impose disciplinary action against a person in cases of total and permanent disability or long-term temporary disability lasting more than a year.","path":["EXAMINING AND LICENSING BOARDS","CHAPTER 214.
